To arrange and coordinate all aspects relative to sea staff being employed, paid, appointed, joining and leaving Company vessels, all in accordance with the company Quality Management System and associated work processes and client specific requirements. Roles and Responsibilities Acting as a first point of contact for all personnel-related matters and queries for personnel placed on vessels under your responsibility Ensuring vessels are manned by suitably experienced and qualified personnel as per Safe Manning, STCW and Flag Certification requirements, within budget and whilst adhering to Client / Company Policies, Procedures and Guidelines To follow documents check process and recruitment procedures as defined in Marine HR Manual Ensuring newly recruited and promoted personnel are provided with Company / Client policies and procedures Ensuring briefings are carried out and recorded as per Company / Client procedures (including Senior Officer visits\ and debriefings) when required To prepare MLC Employment Agreements for sea staff Monitoring all employee documentation and ensuring necessary compliance is maintained Ensuring travel and visas are arranged in a cost effective and timely manner adhering to Company / Client travel policies To programme, arrange and advise all concerned of sea staff travel details and to ensure ships are aware of relief intentions To liaise with Clients and technical managers, plus overseas manning agents as instructed To maintain accurate and up-to-date crew lists reflecting crew changes carried out To input and update crewing system and personnel file in a timely manner, for maintenance of records and payroll purposes Processing payrolls within deadlines, including allotments, timesheets, expenses and liaising with the Accounts Department to ensure payments are made in timely manner To collate performance appraisal reports and highlight perceived training needs To inform the Marine HR Manager of any problem or potential problem, which may significantly impact on the manning requirement Providing information for P&I claims Attending meetings as required, including Ship Visits Assisting Marine HR Manager with the preparation of crew budgets when required. Reviewing vessel opex reports and preparing monthly reports eg turnover, dismissals, and statistics It is a requirement of a Marine Personnel Officer that he / she be on out of hours call to deal with any emergency issues which may arise involving seafarers’ welfare To review and provide feedback for opportunities for improvement or amendments to Marine HR Manual To promote and comply with the company’s “Safety and Environmental Policy” Requirements To have experience in Recruiting and Managing Crew Personnel in Shipping industry To have knowledge of the Oil and Gas Industry The ideal candidate will possess a solid foundation of the responsibilities/qualifications required in the role.
