The role involves conducting internal audits and inspections, carrying out risk assessments, and supporting incident and accident investigations. The Assistant QHSE Manager Offshore reports directly to the QHSE Manager. The successful candidate will support, mentor, and motivate Masters, Chief Engineers, and Safety Officers across the managed offshore fleet, while providing guidance and support to colleagues involved in offshore vessel management activities. The role requires occasional short business trips as needed. Roles and Responsibilities Update and maintain Shipboard and Office Manuals, Emergency Contact Lists, and Anti-Piracy Plans with the latest revisions. Maintain QHSE statistics and performance records, including internal and external audits, ISO audits, port state control inspections, third-party inspections, injuries, incidents, and related metrics. Ensure Key Performance Indicators (KPIs) are compiled and submitted to management and clients within agreed deadlines. Monitor new Flag State circulars and regulatory developments, research offshore and QHSE-related topics, and contribute to continuous improvement initiatives. Update and maintain ISM, DPA, and CSO declarations. Conduct internal audits and coordinate external audits with Flag States and Recognised Organisations (ROs), ensuring smooth planning and execution. Organise, coordinate, and follow up on non-conformities and observations arising from internal, DOC, ISO 9001, and ISO 14001 audits. Coordinate audit schedules with relevant stakeholders to ensure audits are planned in line with vessel operations. Maintain and track internal audit closure reports from manning agencies and external providers. Prepare and maintain DMLC Parts I and II and support compliance with Maritime Labour Convention (MLC) requirements, including complaint handling procedures. Monitor and respond to Ship Security Alert System (SSAS) tests and configuration-related matters. Review Masters' reports and ensure responses are issued and retained within required timelines. Maintain investigation reports, QHSE meeting minutes, and associated documentation. Support the preparation of Management Review reports and performance data. Liaise with technical departments regarding vessel takeovers, amendments, Ship Security Plans, SOPEPs, and related documentation. Distribute security and QHSE communications to the fleet. Coordinate with service providers regarding vessel response plans and environmental compliance programmes. Deliver training, coaching, and awareness sessions to internal and external stakeholders and assist in ship-shore emergency drills. Support applications for industry safety and compliance programmes where applicable. Monitor fleet performance and identify vessels eligible for internal recognition and QHSE awards. Manage and maintain the office QHSE library and reference materials. Monitor and maintain office and fleet QHSE-related inventories, ensuring adequate stock levels and timely replenishment. Knowledge & Experience Bachelor's or Master's degree in Nautical Sciences, Marine Engineering, or a related discipline. Previous sailing experience within the offshore oil and gas sector is advantageous. Strong understanding of offshore marine operations, safety management, and environmental compliance. In-depth knowledge of QHSE principles, industry standards, management systems, and reporting tools. Proficient in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook. Strong organisational skills with a structured and methodical approach to work. Excellent communication and interpersonal skills, with the ability to influence and engage stakeholders at all levels. Team-oriented, adaptable, and committed to continuous improvement. Sound understanding of QHSE management systems, auditing processes, incident investigations, and regulatory compliance within offshore operations. Familiarity with ISO 9001, ISO 14001, and continuous improvement methodologies. The ideal candidate will possess the technical knowledge, experience, and professional capability required for the role while demonstrating a proactive attitude, strong teamwork skills, and a passion for driving safety, quality, and operational excellence.
