The Marine Personnel Officer is responsible for managing the assigned fleet of 12-15 vessels and the direct management of approximately 300-350 seafarers within designated crew pool, and ensuring vessels are manned with qualified, competent, and compliant personnel in accordance with company policies, flag state requirements, STCW, MLC, customer requirements, and contractual obligations. The role involves planning crew changes, maintaining certification compliance, supporting talent development and retention initiatives, and ensuring timely communication with seafarers, vessels, principals, and manning offices. ROLES ACCOUNTABILITIES Crew Planning & Manning · Plan and execute crew changes for assigned vessels within agreed budgets and timelines. · Ensure vessels are manned with suitably qualified, experienced, and medically fit personnel. · Maintain adequate relief planning for all ranks for handled vessels with fleet · Monitor rotation schedules and crew availability to minimize operational disruptions. · Coordinate with overseas manning offices and recruitment partners for sourcing suitable Seafarer Management · Serve as the primary point of contact for assigned seafarers. · Support seafarers throughout their employment cycle, including joining, sailing, leave periods, and career progression. · Maintain accurate personnel records in crewing systems. Certification & Compliance · Ensure all crew certifications, licenses, endorsements, training, visas, and travel documents remain valid. · Verify compliance with: · STCW Convention · Maritime Labour Convention (MLC) · Flag State requirements · ISM Code requirements · Client and charterer requirements · Company policies and procedures · Monitor crew contract durations and ensure compliance with CBA and regulatory requirements. Crew Change Coordination · Coordinate travel arrangements, visas, medicals, hotel bookings, and embarkation logistics. · Collaborate with travel agents, port agents, vessels, and manning offices. · Ensure smooth crew movements while minimizing delays and additional costs. · Manage emergency crew changes and replacement requirements.
